2018-2019 NAGDCA Executive Board

Cindy Rehmeier is the Manager of Defined Contribution Plans with the Missouri State Employees' Retirement System (MOSERS). Cindy focuses on the oversight of three defined contribution plans of which responsibilities include: record keeper selection and oversight, communications and education oversight, compliance and policy aspects, and the selection of investment options and investment manager due diligence. Cindy joined MOSERS in July 1999 and prior to her current position, she managed the defined benefit plan's internal short-term fixed income portfolio and all securities lending activity and assisted in the oversight of MOSERS equity and fixed income external investment managers.

Cindy completed the Certified Financial Planner program with the College of Financial Planning and received the Certified Financial Planner designation. She also received a Master of Business Administration from William Woods University. She attended Missouri State University and Columbia College graduating with a Bachelor of Science degree in business administration. Cindy is a member of Financial Planning Association and has also served on the executive board of the Missouri Association of Public Employees' Retirement Systems for the past 11 years.

Steve Toole has been Executive Director of the Retirement Systems Division of the North Carolina Department of State Treasurer since April 2011, overseeing the 11th largest defined benefits plan in the country. The plan serves more than 930,000 people and administers $90 billion in assets. He also manages the supplemental defined contribution plans, including the NC 401(k), NC 403(b) Program, and the NC 457 Deferred Compensation Plan, which, collectively, serves more than 262,000 participants and $9.2 billion in assets. Steve also administers other benefit programs, including death and disability benefits and special benefits for law enforcement officers. He has a bachelor of science degree in business administration from Ohio State University.

Sandy Blair is the Director of Retirement Readiness for the California State Teachers' Retirement System (CalSTRS). She rose through the ranks in CalSTRS after arriving in 2009 to a management position in CalSTRS' office of Client Outreach and Guidance. She was instrumental in establishing the model of CalSTRS first Member Service Center in West Sacramento. Sandy administers the CalSTRS Pension2 personal wealth plan, which consists of 403(b), 457 and Roth 403(b) plans. Pension2 serves as a supplemental savings plan for all California school and community college employees.

Under her leadership, the CalSTRS defined contribution plan, Pension2®, experienced tremendous growth. It currently administers more than $600 million in assets on behalf of more than 10,000 plan participants. Sandy has extensive private sector experience in consumer banking, finance and tax preparation.

She earned a bachelor of science degree in business administration finance from California State University, Sacramento.

Joshua Luskin is the Director of Defined Contribution Plan Administration for the Indiana Public Retirement System (INPRS). He focuses on meeting DC plan needs for both employers and members (participants). He brings to INPRS extensive experience in banking, investments, and private sector retirement plan management and fiduciary requirements.

A graduate of Sonoma State University, Joshua was raised by educators who encouraged in him a strong desire to make a positive impact in people’s life. He uses that spirit of service to engage INPRS members in preparing for the best possible retirement. With approximately $32 billion in assets under management, INPRS serves the needs of about 470,000 members and retirees representing more than 1,200 employers including public universities, school corporations, municipalities, and state agencies.

Rob Boehmer currently serves as the appointed Executive Officer of the Nevada Public Employees’ Deferred Compensation Program (NDC). Mr. Boehmer serves the State of Nevada with over 18 years of experience in the Estate Planning/Retirement Planning/Employee Benefits Management business primarily working in the Health Insurance Industry and managing 457b Deferred Compensation, 403b Tax Sheltered Programs throughout multiple western states. He has worked with associations like Institutional Investors Association for Government Plan Sponsors, Nevada League of Cities Municipalities, Nevada Association of Counties, and a multitude of Firefighters and Police Associations, School Districts, and Teachers Associations in assisting their members with Benefits management and 457b Deferred Compensation/403b management and administration. Mr. Boehmer additionally serves as a Certified Senior Advisor through the Society of Senior Advisors (CSA), and a Certified Master Estate Planning Professional (CMEPP), assisting and advising those in the accumulation phase of their lives, as well as those entering or actively in the Preservation stage of their life.

Recently, Mr. Boehmer has been certified as a Certified Retirement Plan Administrator (CRPA). Rob is a Nevada Native, and he holds a Bachelor’s of Science Degree from the University of Southern California, as well as two Associates degrees from local Junior colleges. In addition to his position as Executive Officer at NDC, Mr. Boehmer volunteers as a Hunter and Angler Education Instructor through the Nevada Department of Wildlife’s Conservation Education Division. Additionally, Rob has been appointed and serves as the President of the Nevada Operation Game Thief Citizens Board, a non-profit organization organized in partnership with the Nevada Department of Wildlife to bring public awareness of the prevention of wildlife violations and crimes, and to promote ethical outdoor use and activities throughout the State of Nevada.

Furthermore, Mr. Boehmer was appointed to serve as a Board member of the Carson City County Wildlife Advisory Board in 2015 by the Carson City Board of Supervisors where he continues to serve as the Board Chairman. He is a life-long resident of Carson City with his sweet wife Kristi and six children, and actively participates in the community, his Church, and with the Boy Scouts of America.

Keith Overly has been the Executive Director of the Ohio Deferred Compensation Program (Ohio DC) since 2003. Ohio DC provides a supplemental defined contribution plan to Ohio local and state government employees and administers over 200,000 participant accounts with assets in excess of $13 billion. Before joining Ohio DC, Keith had 29 years of local government service in Ohio and Michigan including chief financial officer in three cities and most recently, Deputy City Manager in Kalamazoo Michigan.

He has been a member of the National Association of Government Defined Contribution Administrators (NAGDCA) since 2003. He is also a member of the Governmental Finance Officers Association (GFOA), the Ohio GFOA, the International Foundation of Employee Benefit Plans, and the Defined Contribution Institutional Investment Association (DCIIA). He is also a past member of the GFOA Executive Board, served on the GFOA Committee on Retirement and Benefit Administration for 13 years, has been active on NAGDCA task forces and committees, and is a frequent speaker at professional conferences. His education includes a B.A. from Wittenberg University and M.P.A. from the University of Dayton.

Jake has experience providing consulting services to public, private, and not-for-profit plan sponsors. He has a deep knowledge of major recordkeeping providers’ relative strengths and weaknesses based upon the extensive due diligence he has performed on behalf of clients and the many recordkeeping RFP’s he has conducted. He has also been interviewed on DC topics for Industry Related Publications and has contributed to several topical white papers. His more than 15 years in the industry reflects a long-term commitment to serving retirement plan sponsors and participants.

After focusing more generally on retirement plan consulting, Mr. O’Shaughnessy has developed a specialized skill set for serving large deferred compensation plans over the last decade. In addition to currently serving the City of Seattle, County of Santa Clara, and the states of Kansas and Idaho, Jake also serves on the NAGDCA Industry Committee. Prior to joining SageView in 2016, he was with Arnerich Massena, Inc., R.V. Kuhns & Associates, Inc., Willamette Securities and has also worked with the Shinsei Bank Investment Banking Group.

Ben Taylor is a vice president and a defined contribution consultant in Callan's Fund Sponsor Consulting group based in the San Francisco office. Taylor serves as a lead consultant to DC plans, and has a primary focus on public sector DC plans, ranging from 457(b) plans to single and multi-vendor 403(b)/401(a) and 401(k) plans.

As a member of Callan’s DC team Taylor also conducts specialized research, fee studies, plan structure analyses, and serves as a project manager for TPA and record keeper searches. Prior to his career at Callan, Taylor was a DC specialist at R.V. Kuhns & Associates where he served as a consultant to the DC plans of four states, and several large city and university DC systems. He also formerly taught economics at Harvard University, where he received an award for excellence in teaching. Taylor earned a masters of international political economy and development from Fordham University. He also earned a masters of public policy with a concentration in international trade and finance from Harvard University’s Kennedy School of Government. He received his BA from Reed College.

Tracy Tucker
Association Director

Tracy has twelveyears of experience in association and non-profit management, as well as experience in the benefits area of a for-profit corporation (Fazolis). She joined AMR in December of 2000 and began working with NAGDCA in October of 2003. She is responsible for all aspects of association management, including board and committee support, financial management, conference and meeting management, publications, website, communications and public relations, membership growth and services, industry membership services and coordination, government relations, grant development and coordination, sponsorship, and fund raising. In addition, Tracy serves as Vice President for AMR and provides oversight and serves as a mentor to many of AMR’s Association Directors ensuring AMR meets and exceeds its clients’ expectations. Tracy possesses a bachelor’s degree in accounting from the University of Kentucky and is a member of ASAE, the American Society of Association Executives.

 

 

Matt Petersen
Executive Board Advisor

Matt Petersen joined NAGDCA as the association’s first full time dedicated staff resource in the summer of 2017. In his role as Executive Advisor he works directly with the Executive Board to develop strategies to help the organization achieve its mission and vision. Prior to joining NAGDCA Matt spent 13 years on active duty in the US Air Force as a C-17 evaluator pilot and air drop specialist, and served three deployments in support of Operations Iraqi Freedom and Enduring Freedom.

Matt is a graduate of the United States Air Force Academy. He also has a Master’s in Social Sciences from the Maxwell School of Public Affairs at Syracuse University, and is finishing his MBA at the Kellogg School of Management at Northwestern.

 

 

Paul Beddoe, Paul V. Beddoe Government Affairs, LLC
Government Affairs Director

Paul Beddoe began serving as NAGDCA's Government Affairs Director onJanuary 1, 2018. Paul is a legislative affairs professional with skills in intergovernmental affairs and the development and implementation of advocacy strategies. He brings a broad knowledge of federal domestic policy important to state and local governments, including tax and finance, workforce and health and human services from sixteen years on the legislative affairs team at the National Association of Counties (NACo). For the last three years he was Deputy Legislative Director.

Prior to NACo, Paul was a policy analyst for the Idaho Association of Counties—and a Public Employee Retirement System of Idaho plan participant! He holds a B.A. from the Master’s University in Santa Clarita, Calif. and a Ph.D. from the University of St. Andrews in Scotland.
